The SCORE Association (Service Corps of Retired Executives) is a nonprofit association dedicated to entrepreneur education and the formation, growth and success of small business nationwide. SCORE is a resource partner with the U.S. Small Business Administration.

SCORE has 389 chapters in locations throughout the United States and its territories, with 11,500 volunteers nationwide. Local chapters provide free counseling and low-cost workshops in their communities. Both working and retired executives and business owners donate their time and expertise as business counselors. SCORE was founded in 1964.

The Outer Banks SCORE Chapter has counselors at the Chamber Of Commerce every Tuesday from 11:00 a.m. to 2:00 p.m. just drop in. You may also e-mail us, or fill out the Request For Counseling Form 641 and submit it to us and we will contact you.

Tom O-Brien

Tom O'Brien - Chairman:

is a retired Manager of E I Dupont and Swales Aerospace. His background includes 38 years in marketing, 30 years in business planning and 10 years in advertising/promotion and facility management.

Tom's experience in sales, public relations, cost management and administration for both large and small companies can provide expert counseling in these areas.

Tom has been a visitor of the Outer Banks since 1962. He became a property owner in 1999 and a permanent resident in 2002. Tom and his wife Kay live in Duck; N.C.

Tom has served his community in a leadership position with All Saints Episcopal Church, Past President of Schooner Ridge Prop. Owners Assoc., past Executive Council member for the Episcopal Diocese of East Carolina, member of the Outer Banks Chorus and past Chairman of SCORE.

OBX resident since 2002, property owner since 1999, visitor since 1962. Work experience includes sales, marketing, business planning, cost management, public relations, and administration, for both large and small companies. Volunteer leadership positions at church, homeowners' association, SCORE.

Jack Overman

Jack Overman - Vice Chairman:

USN Aviator (ret); Asst.Plant Mgr., PeterBilt Motors (Truck Mfg); Plant Manager, Alofs Automotive Parts Manufacturing. Executive/General management; QC; field service & warranty; materials & manufacturing management; purchasing; nventory control: process control.


Marv Register

Marv Register - Secretary:

Marv is a retired US Navy Division Director who prior to his Navy service worked for Uniroyal as a Development Engineer and a Plant Engineer. He was also employed by Honeywell as a Field Sales Engineer.

Marv has nearly 40 years of experience and in addition to general business counseling can provide expert counseling in Service, Engineering, and Developmental Engineering and Sales. Marv retired to the Outer Bank in 2005 where he has been an active SCORE Counselor.

Cindy Daniels

Cindy Daniels - Treasurer:

Skills include financial record keeping, income/expense analysis, and non-profit management.




Georgi Risko

Georgi Risko:

is a retired Naval Officer His background includes 17 years as Operations Manager for FMC Corp/United Defense/BAE Systems, 5 years as Operations Manager for start-up FMC Norfolk, 5 years in Field Service Marketing, 2 years as Operations Director for start-up for Pascaqolia, Miss., 5 years as an International Mktg. Director for United Defense/BAE Systems, 3 years as a Real Estate Agent in Minnesota and Wisconsin.

Georgi's 17 years in International Marketing, General Marketing and Operations Management can provide exceptional counseling in these areas. Georgi has served his community as a member of the Military Officers Association of America, the Navy League, Kitty Hawk United Methodist Church and SCORE chairman and volunteer.

Angie Brady-Daniels

Angie Brady-Daniels:

Vice President of Public Relations, Outer Banks Chamber of Commerce 1987 to present. Marketing, publications, web design, event management, fundraising.



Bill Wheeler

Bill Wheeler:

Twenty five years experience as real estate broker and business owner on Outer Banks. Past president of OBX Assoc of Realtors, Albemarle Area Development Association; past vice chair of Dare County Planning Board.

Howard B. Miller

Howard B. Miller:

is a retired Manager of Financial Planning and Accounting for Elliott Co. Div. of United Technologies. His background includes 30 years experience in Accounting and 20 years experience in budgeting, inventory control, financial analysis, long range planning and acquisitions. Howard can provide exceptional counseling in these areas.

Howard has served his community as a Past Commander of the Coast Guard Auxiliary, Treasurer on the board of Duck Wood Country Club, Chairman of the Finance Committee for Session O. B. Presbyterian Church and a past Chairman and active member of SCORE for the past 12 years.

Bill Ruffin

Bill Ruffin:

Retired plant manager, Weyerhaeuser. Expertise includes material management, plant management and manufacturing operations, inventory systems, start-ups, budgeting, problem solving. Resides on Roanoke Island, volunteers at Mt. Olivet Methodist Church and R.I. Food Pantry.


John D Rorer

John D Rorer

is the Chairman of the Currituck County Commissioners. He is currently self employed but his background includes a NASD Principal, Sales Manager for Thousand Trails, Partner in Tax Advantage, LLC, and CFO of Landmark Building and Development.

With 15 years of experience in Sales and Marketing and Tax Planning and Finance and 10 years experience in Investment Securities and Internet Marketing and Web Development, plus his experience in Public Administration John can provide expert counseling is several areas. John started in building and development on the Outer Banks in 2000 and has been a resident of Currituck County since 2004.

He is actively involved as a SCORE counselor to small business but also finds time to be Treasurer of the Currituck Wild Goose Rotary Club, a Board member of Currituck Kids, a Board Member of the Albermarle Commission and a Board Member of the Northeast Workforce Development Consortium.

Lyle Cady

Mr. Lyle Cady:

Lyle is currently an Associate Professor at Averett University. His career positions include Director of Strategic Initiatives for Thermo Fisher, COO for Jouan Inc, Manufacturing and Sales Manager for Heat Systems Ultra Sonic and Sarstedt Inc, and Laboratory Manager for Nabisco. Lyle was also a Research Microbiologist for L'Oreal of Paris.

Lyle provides excellent counseling in marketing and sales where he has had over 20 years of business experience. Lyle also has over 10 years of experience in both general management and acquisitions and finance. He is also experienced in international trade and the import export business. Lyle is active in Holy Redeemer by the Sea Catholic Church Knights of Columbus.

Ron Eckerle

Ron Eckerle:

Forty-one year career as social worker and social work administration. Executive Director experience includes administration, budgetary planning, personnel and volunteer management.



George Bugyi

George Bugyi:

Penn State University Professor - Exercise Physiology and Coaching, Executive Secretary. Experience includes Advertising, Retail sales, Education, Budgeting, Sales.



Tim McKeithan

Mr. Tim McKeithan:

is a retired US Navy Supply Corp Commander with 21 years of experience in Logistics and Procurement. He is a Certified Medical Practice Executive MBA & CMPE and was Administrator of the Group For Women OB/GYN Practice in Norfolk & Chesapeake.

Tim can provide expert counseling in Military Procurement and Logistics, Financial Planning and Marketing & Advertising with 20 years of business experience in those fields. Tim can also provide counseling in Retirement Plan Administration where he has nearly 10 years of experience.

Tim retired to the Outer Banks after enjoying several vacations in the area. Currently for the Town of Duck he is a Member of the Board of Adjustment, Member of the Municipal Property Master Plan Advisory Committee and a Jazz Festival Volunteer. Tim is active in the All Saints Episcopal Church doing outreach work there also.

Mark Dingman

Mark Dingman:

Mark is a retired Vice President and General Manager of UGI Corporation's Electric Utility and Vice President of UGI Development Company. UGI is a diversified energy company. Mark was also VP of Cocoon Enterprises Inc., a power production and interchange sales consulting entity. During his career in the energy field Mark and his family also did business in an Aerobic Dance Studio, a Bar and Restaurant and a Dula Services company. After retirement Mark became County Manager for Luzerne County Pennsylvania for a short period of time and then decided to permanently retire to Salvo where he resides with his wife of 43 years.

His past affiliations include Chairman of the Board of the Greater Wilkes-Barre Chamber of business and Industry, Chairman of the Wilkes-Barre Committee for Economic Growth, Chairman of the Board of the Earth Conservancy, and a 2 term President of the Kingston Rotary Club.

With his 35 plus years of business experiences Mark can provide counseling in small and large business management, engineering, budget and finance, and human resources.

Betty Brown

Betty Brown

Betty is currently retired and developing a web site business. Her background includes 35 years of experience in owning and operating retail businesses. Her knowledge in bookkeeping, retail sales, customer service, inventory control, purchasing and management can provide excellent counseling in several areas.

She is a life-long resident of the Albemarle Area, growing up in Hertford, N.C. and living in Elizabeth City, N.C. since 1995. Betty is actively involved as a new SCORE counselor and has been a leader and supporter in the communitythroughout her business career. She has served on the board of Hopeline, President of Girls Inc., President of Jaycettes of Perquimans Co. Recipient of Business Person of the year 2000, and the N.C. American Legion Youth Service Award 2007.

Betty considers one of her greatest achievements in serving her community and country through her business was receiving an American Flag that was flown in her honor in Iraq for her contributions to the American soldiers and the children of Iraq in 2009.
